The Woodford County Board authorized a referendum to fund a new Public Safety Building to replace the 102 year old Woodford County Jail. Ideas and recommendations from law enforcement officials, members of the public, a citizens' advisory committee, the Public Building Committee, other elected officials, and the County's architectural firm were incorporated into the proposed design. The referendum was approved by voters on November 3, 1998.
